Mallorca is the perfect holiday island for many – sun, beaches and a Mediterranean way of life. But since the changes to the holiday rental laws in 2017, much has changed. Many tourists and landlords are still struggling with the effects of these regulations. The new laws not only introduced heavy fines for illegal rentals but also led to many bookings being cancelled. This, on the one hand, causes frustration among tourists and, on the other, uncertainty for landlords.

New legislation and its consequences

In 2017 the Balearic government introduced strict rules for holiday rentals. Since then, only licensed properties may be rented, putting pressure on platforms such as Airbnb and HomeAway. The consequences were drastic: bookings were cancelled en masse because owners did not want to risk heavy fines – these can be up to €40,000. Private individuals such as Ángel Rios from Palma, who rely on rental income, are particularly affected. The criticism of these laws is strong: many see them as a victory for the hotel industry at the expense of the general public.

Local perspectives on the legislation

Landlords like Elisa from Avenida Argentina sharply criticize the new regulations. She emphasizes that her guests shop locally just like hotel guests – an argument against the claim that holiday rentals harm the local economy. Forum manager Juanjo Mengual even speaks of a "return to the 19th century", since many owners can once again advertise exclusively via personal networks.

Tips for safe holiday rentals

If you plan to rent out your property in Mallorca or vacation there: inform yourself well about the current regulations! Licensed properties are usually identifiable by clear information in listings. Landlords should also ensure that no additional services, such as cleaning, are offered without official authorization.

The effects on the housing market

A hotly debated point is the role of large-scale landlords. Critics argue that individuals with multiple properties significantly burden the housing market and make affordable housing scarce for locals. On the other hand, smaller landlords feel treated unfairly – they see holiday guests as a chance for financial relief in times of rising living costs.
