Can the New El Terreno Hotel Really Help the Neighbourhood?

It could help if the hotel keeps its neighbourhood promises in a concrete way, such as local hiring, discounted access for residents and regular coordination with neighbours. There has also been discussion of reinvesting part of the revenue into local infrastructure or cultural life. Without clear rules, though, the same project could easily become another example of displacement pressure.
